No the Dogs can not bite, kill or jump.

This function is only available for cops.

The knock down action is only available for cops, the hit action is available for civs and cops, but you see an animation when being attacked and it doesn't really do that much damage.

Sounds like good ideas. So what you're saying about the copied keys is that still you cannot store loaned car, even though owner authorized? I work for Neil as a truck driver and he gives me sets of keys to use his company vehicles, but if he's not on I can't recover vehicles I previously had because I cannot store them. Or is this a bug, imposed limitation, or is yet to be addressed? I suppose I should just ask for money to cover buying it for myself next time since sometimes it's a problem.

You can transfer the ownership of a vehicle by giving the key away. If you are just giving a copy of the key away, the vehicle will still belong to you.
