Isseatea i have a rule suggestion to make. I think i speak for everyone whos ever played a civ when i say that random police searches are annoying. I think a rule is needed thats something like the following.Civilians may only be searched if the police have a valid reason to suspect they are committing a crime or if the civilian is at a checkpoint. This would encourage cops to work together to build good checkpoints and to keep them occupied.
Civs can be innocent and in the next second he blows hisself up with a suicidbomb or whatever
