if you want the Saharni Cadet Force are also taking cops for their Shooting Programme but first i need some people to become my Detachment Commanders to setup a range and county headquarters, please tell youre mates to join and cops can also come to our Gun range when its open

Aye, royal. With being new it will be very difficult for you to do any of these things of which you speak unless you have some horribly rich benefactor. It is a grand idea, but you may want to jump on board with what Kyser is planning on teaching because to be honest, he has experience, AND resources.
Not saying that it is a bad idea, just logistically next to impossible for you.
